Z, The money doesn't have to go to their governments. I'm sure we could come up with a better way.

The other problem is that the countries that receive our aid will then simply become dependent on it. No incentive for reform. Even if we did bypass the governments, the governments would then neglect their social duties. And that's assuming the governments even let us bypass them.
