I've been to central and southern Chile recently. I would prefer living in Chile south of Santiago to, for example, southern California, east Texas, or eastern Massachusetts. Chile has better roads than many parts of the U.S. There is some poverty, but IMO it is no worse than what you see in U.S. Outdoor activities and climate are spectacular. People are level-headed generally, even if some of the population has a lingering hatred for the U.S. having aided the rise of Pinochet (like some Americans would have for Israel if it helped engineer the rise of Bush).

And you can't beat the food ...
