That's a Bald Eagle Lie, a patriotic lie. Bush didn't want to let our enemies know what we were doing so he openly lied that there would be no illegal wire-tapping at the same time he was breaking the law and authorizing it.

Only problem is, Bush was likely not abusing his power to spy on Al Qaida, but probably democrats, reporters, lawyers and peace groups.

You are talking about wholly unfounded allegations (what you are "hearing"), and proclaiming therefore that Bush lied. You don't even have evidence that the NSA listened to American citizens conversations (the story is that they did not), let along for any unconstitutional purpose. How silly, IMHO.
