I think locating the bourse in a place like Malaysia would work better. Any bourse in Iran will get bombed within a day of being set up.

As for who would trade on such an exchange, try India and China, plus maybe Russia and some European nations. You can be sure that many Asian nations are sick and tired of the Western dominance of the oil exchanges. And they don't have to take it any more.
