You're missing the bigger picture - if oil becomes as scarce as some expect relative to demand, it wont matter what Europe or anyone else is "capable" of. It wont matter how financially sophisticated, deep, or trusted an existing market is. The only thing that will matter is getting a hold of as much oil as you can, definitely more than the thirsty guy next to you, by any means necessary. In your analagy fish have jet aircraft and can fly to any puddle on the planet Powered by what, an ethanol jet engine? ;-)
