I liked the part of the story where it says he was rushing to a cast a vote at 2 or 3am when there was no voting going on.

In fairness to young Kennedy, there have been reports of bizarre middle-of-the-night behavior by people who have taken the drug.

Nevertheless, if he was under the influence of Ambien, and not alcohol, he was still driving impaired and under the influence.

I think he ought to be charged.
