There has always been smuggling on the Mexican border, and other borders. Until we legalize drugs, there always will be regardless of any fence built or whatever. Drug smuggling is a separate issue. Hmmm....there always was high unemployment until Clinton brought the unemployment rate down below 4%. The inner neighborhoods of most American cities were poor and falling apart until those neighborhoods got fixed up. No one ever lived in Downtown LA until they started living there.....in droves. Don't tell me something is impossible when its not just because it 'always'been for the past 5 or 10 or 50 years.
