Poverty usually breeds crime. People in need will do anything to survive.

Illegal drugs are another cause. Both drug addiction itself and the fact that it is illegal. There are some good reasons why countries are legalizing drugs. Of course there's no simple answer and pros and cons, but legalizing drugs eliminates organized (or disorganized) crime's number one source of income.
