Kerry never said that. Kerry was right to try and hold up the 87 billion until they put in accountability and a way to pay for it. He voted for a better version, then against the Bushie version which put all the money on the credit card with no accountability for it whatsoever. That money is now gone with the wind. Pure debt with no way of telling who spent it and how. Billions have been gouged and ripped off in Iraq as a result of this zero accountability attitude of the Bushies and Halliburton.
