I thought there was one, or a few, forms of government that look upon the citizen as the shareholder. The degree to which government spreads it net of interest is one of those conundrums that often draws blood. Perhaps it's the board of directors that is at fault in many cases. After all the citizens never seem to get any of those cheap shares that go to the management and board. But then there are those cases where management seeks to exploit labor and/or capital beyond that point where mr=mc and one could find oneself in the gulog. I've been there; both as citizen and as shareholder. Sometimes its hard to tell the difference.
