Unusually for me, I side with the bleeding hearts on this one. The state cannot be allowed the power to kill it citizens. Not even the ones that deserve it. The problem is that the good gained by killing off a few nasties is more than offset by the damage done by conferring the power over life and death to the state. The same is true for the vote. The state cannot be given the power to take away the vote.

I am sure the cost of keeping permanent inmates could be reduced dramatically. For those that kill multiple people or commit similarly heinous crimes, rehabilitation need not be a priority. Simply locking them away forever is good enough for me. Since rehabilitation is not the goal, the institution need not worry about all the programs and extra costs needed to reintegrate such offenders back into society. Let them keep care of hygiene, feeding themselves, etc. Make the pit out of concrete and drop food and supplies in from above.
