Here is the benchmark litmus test: if proposed legislation violates individual or property rights then the promoter(s) of that legislation have violated their Oath of Office and should be impeached, driven out and barred from ever holding any type of public office again.

The simple question that must be dispassionately asked of each piece of legislation that comes up for a vote is: "At whose expense?"
