The more I think about the problem the more I believe that a Constitutional Amendment requiring all Federal Agencies and all Federal Laws to have a time fixed existence might be a more realistic solution. Some mechanisms must be included in the Amendment to prevent rollover. Such as any new agency could not assume more than 25% of the duties of the expiring agency. Additionally, at least 50% of the expiring agency's duties must be terminated and remain unreinstated for a period of at least 10% of the time they existed (not less than five years).
