How much would you subsidize the oil companies when prices are low and would the subsidy be retroactive to the mid-90s when they were limping along and a gallon of gas cost less than a gallon of the cheapest water in my local supermarket?

All Energy Gougers going back to 2000 need to be thoroughly investigated to determine what amount of price-gouging they are guilty of, then that money must be returned on top of fines for gouging in the first place. This will send a strong message and it's what the people want now. Bush-Cheney are in league with the gougers so since 2001 absolutely nothing has been done to regulate gouging.

We may be looking at collecting 300-400 billion while still allowing them a 10-15% profit. Halliburton also deserves the same.
