Well, Teller was the guy who thought you could dig a new harbor in Alaska with a nuclear device. He might have thought up a good bomb, but his peace-time project ideas were out to lunch. My agency used to release silver iodide into the air to stimulate raindrop production, thus reducing the fire danger. Look, you don't tug on Superman's Cape and you don't spit into the wind. Messing with global climate is 1) too costly, 2) too unpredictable, and 3) fraught with unintended consequences.
