"Nation of laws" is not meaningless if properly applied.

If the nation is "a nation of laws" then you have the rule of law, with illegal actions stated by a law, and punishments determined by the law, rather than the arbitrary decision of those in power.

I'm not saying "a nation of laws" is enough. Unjust, or otherwise unwise laws are still bad "nation of laws" or not. But it is important.
