Are you kidding? No one made more effort and progress in the ME than Clinton. He was very much engaged in the process. Bush has no plan except to call everything that moves that is not in a blue pin stripe suit with an American flag lapel pin a terrorist.

Useless, unless you wish to foment more terrorism, which is exactly what the "Long War" has resulted in.
