What did Clinton do after the USS Cole was bombed? He put together a plan of action against Al Qaeda. Had staff members dedicated to the effort. He tried to inform Bush on the change of government about the dangers of Al Qaeda. When Bush came into office he shelved it. Disbanded the group keeping an eye on Al Qaeda. Then he got a memo from the CIA. "bin Laden determined to attack inside the US". A heck...that's a historical document...think I'll take the longest vacation in presidential history and head to the ranch. I hope the perch are biting. That's what Bush did about terror. Nothing!
