Yes, things are getting back to normal, unfortunately it's not the normal most people want. The increase in Jefferson Parish (where I live) murders is largely due to people moving there from the New Orleans area. The 20% increase in the murder rate in Houston (where I work) this year is also largely due to the criminal elements who moved here because of Katrina. Since I've been living in Houston, I got myself a concealed handgun license which is also valid in Louisiana. While it is no guarantee of safety, at least it affords me a chance if attacked, but as the report says it is mostly turf wars and I'm not planning on going into the illicit drug business. BTW, Seach, if you read this and see this as a threat to you, then please seek help.
