absolutely not.

(a) China has been helping its state owned enterprises to to buy goodies overseas using its reserves;

(b) China has just passed legislation allowing portfolio management institutions to invest RMB overseas by exchanging same for USD with PBOC (central bank), thus lightening the USD load of PBOC, and allow the rapid purchase of lots and lots of goodies all around the world; and

(c) China will soon (before year end) pass legislation allowing same for individuals and private businesses, thus opening up the path to more USD offloading on to the population who will then buy lots and lots of goodies all around the world.

As China holds short term bonds in USA, and Japan holds long term, all will be left to the Japanese to hold the bag.
