Al-Qaida is two things. It can be identified a group of guys (many married with wives and children supporting them). It is also an idea that has sparked a popular movement that diverse people and groups have identified with.

In 1967 the government of the US condemned all things Hippi as degenerate and mostly illegal. Initially they had the idea that they could bust hippies for drug use. So they did stuff like vacume the carpet in Steven Stills's apartment to recover a pot seed and they busted him. WWII generation adults declared their position "by god, no child_o_mine is gonna look like one_o_them hippies". "Get a hair cut" became the battle cry of the establishment. ... In the mean time the length of 80% of middle school and high school children's hair was lengthening. White collar husbands were leaving their jobs and wives to wear beads and head bands, compulsively tie stoned macrame knots, etc etc etc. Over the next couple of decades the establishment floundered through the courts, community instititions and family structure, all the time losing credibility to the counter culture created by this movement. It was a reaction to the establishment in power, like most popular movements are. It was also the dawn of the modern left wing.

Not every popular movement sweeps the globe in this way. My point is that it is dangerous to assume you can over simplify movements in order to dismiss their impacts.
