I can't find when habeas corpus was restored. It could have been done by Johnson.

The suspension itself was problematic. After Lincoln announced suspension, a case with that as the issue was brought to the USSC. The USSC ruled that Lincoln had exceeded Presidential powers, that the Constitution granted the suspension right to CONGRESS, not the President (which is true), and Lincoln's action was unconstitutional and null and void. Lincoln ignored the Court and even considered having the Chief Justice (Taney, a Southerner) arrested.
