Yeah - Chavez doesn't like Mercosur, which seems to be working. I don't think it is all outsiders - who started the War of the Triple Alliance ? The issue of Bolivian access to the Pacific seems very much like a European geographic manipilation, like the Danzig corridor. I did read some reports (from less than reputable sources) about European funding of Shinning Path in Peru. Of course, NGOs usually have some hidden agendas...
