How do we feel if we have National Guard troops on the border?

Will the States call them up? Will the States pay for them? or will the Feds have to suggest the States call them up for duty, and the Feds pay for them with the States? Or considering it is a National Defense item, will the Feds pay for the National Guard troops supplies, food, equipment, etc....

Will the Repubs and Dems BOTH again carp about the budget deficit if we have to have troops?
