As stated the NAS program seems reasonable, but data mining can be a threat. I wish I remembered more and will look, but there was a book or thesis written about US weaknesses something like a year after 911. It was compiled entirely from non-classified documents, but because of its scope and breadth, DOD immediately classified the compilation.
