Thats a good question. When folks play the victimization game rather than the self help one, this is where it usually goes. Pals were ripped off not only by Israel which did some questionable things along the way to maximize their territory going back to 1947. But the arab leaders are the ones who screwed them over the most as well as their so called religious leaders. If only they had supported the UN resolution two nations may have lived in peace and israel would be a much smaller nation today.
