It's an old agency (1947) and has gotten crotchety. The idea was it would be nimble and smart. Instead, it became just another bureaucracy with the lack of imagination typical of them. Remember that ALL of our super intelligence agencies missed the coming fall of the USSR and were caught off guard by it?
