Rove is on his way to prison and may be indicted multiple times over the coming years for what amounts to treason, various forms of it. He has never waged an honest campaign in his life. Everything Rove ever accomplished involved some form of cheating, especially to get Bush-Cheney into power. Rove is a genius but a truly evil one. But he have a soul? Maybe. But it's a very twisted one. He is also rumored to be secretly gay and married to Grover Norquist, would explain some of his perverse power games and dirty tricks.
