That speech theme had to have been crafted by Rove so that Bush could showcase his own sense of self-importance. You see, there's no way Bush could perform what was wanted of him if Bush didn't have an enemy. By defining enemies for Bush to speak out against, it made Bush's image easier to handle in front of the American public. Hence all of the fearmongering that followed. So long as Bush had Americans in fear in front of him, he could perform. Rove knew this!

Fact of the matter is that Bush's competence level is sophomoric at best. He's every bit the sophomore jockhead delivering a speech at the local athletic banquet, when he presents before the American people. Like the locally-supported jockhead who wins games against other teams for local fandom and alumni; so is Bush, what with his Axis of Evil. Hey, everyone roots for the hometeam so, therefore, we're all supposed to root for Bush.

Unfortunately, for the image-makers Bush is too much of an Oofity-Goofity sort to perform well. Hence, his 29 percent level of support. You see, Bush in the White House is like Bush in the White House on steroids. And he's getting similar treatment to what Barry Bonds is today getting.
