The answer is zero based budgeting (each year an agency would start from zero and have to show why it needs each and every $$, as compared to today when they take LAST YEARS BUDGET and add INFLATION percentage THEN ADD new programs)
Secondly LINE ITEM VETO, that is the ONLY way it ever is gonna work, cause ONLY the President answers to the entire nation, Senators and Congressmen make PROMISES to get elected and if they arent hard at work FUNDING those promises (which often only benefit a small group) they dont get reelected. jdn

Prior to 1913, the government operated with revenues raised through tariffs, excise taxes, and property taxes, without ever touching a worker's paycheck.

look at the state of texas... no income taxes, yet property taxes is a blank check (yearly) opportunity for the bureaucrats to assault people, particularly business.

why concentrate on the "need for taxes" first we must determine what is it that qualifies as a 'need' to be covered by taxes, under an objective rationale as to what is it that government needs to spend on; then, common sense money management by the damned bureaucrats must be implemented...

without such limitations, the bureaucrats WILL figure out how to spend ANY amount; under such philosophy, higher taxes will be like a chronic disease. as we have witnessed, they are as good money managers as a drunk, drug addict derelict would drive...

yet, most people are on some sort of automatic mode that by default accepts (or demands) that we "need" higher taxes to cure deficits.

the exact same stupid mentality that the "war on drugs" will be won by destroying the supply of drugs, not realizing that if you cure the demand problem, then, who gives a flying f* how many drug kilos are produced. eventually it could stop.

only then... we would live under a fiscally responsible society where wealth creation can flourish, instead of the idiotic mentality of wealth re-distribution failure.

it will never happen, the retards are reproducing faster...
