Wouldn't it depend on the hijacking? I don't think it's reasonable to assume that all hijackers are 9/11 redux.

"Take me to Havana" used to be the thing.

Deliberately crashing planes doesn't seem wise unless the hijacker's planning on crashing it anyway.

Moving from a government policy of not negotiating with terrorists to not struggling with terrorists. Hard nose is out. Velvet gloves is in.

Add to that the media who seldom calls a terrorist a terrorist. They are gunmen, militia, state operators, insurgents, disgruntled citizens ad nauseam.

Haven't seen guerillas used yet. Guess that went out with VN and Cambodia.
