Recent polls show Bush-Cheney-DElay with an average approval rating of about 19%. Since only about 40% of the country are Republicans, this means that a large chunk of the disapprovals come from the non-partisan middle, GOP moderates and independent conservative libertarian types.

Also, pollsters report Bush's 29% support is "soft" while his 69% disapproval is "hard". In other words, Bush could be sinking further, maybe down to where Cheney is at about 22% approvals.
