Another good idea. You're right, ever since Reagan, every president has pleaded for the line item veto.

ZBB was implemented in Georgia when Carter was governor. I remember clear as a bell Carter promising to bring it to the Federal Government in his campaign. Sold me on it at the time. The idea evaporated into thin air after he was elected.

Here's the bottom line: The federal government is incapable of making sense of it's current budgeting and accounting system. It can't properly account for $billions in spending. It can't manage simple reforms. A major top to bottom reform like this is simply undoable.

Only something crude and brute force-ish will work on this institution. Cut 10%/year from the gross budget and it will HAVE to make reforms.
