If the gov't gets into the content of a phone call originating and ending inside the US, it needs a search warrant. Period.

The right of the gov't to collect phone numbers - even if "offered" by phone companies- -will probably be settled by a court. I can imagine a few of things the gov/t did to get those companies to "offer" that information. An argument can be made that the phone company sends the list of your calls to YOU, not to the government, and if that company then gives that info to the government, it has violated your privacy. A law firm id also a private company. It has the right to refuse to answer questions from the gov't about its business with you.
