I dont think the two are mutually exclusive but if they are, i err on the side of security. The real problem is that the two parties are so anagonistic that they cant seal the deal with agreeements about these things early on. That is the fault of both parties. Both rt wing core of the reps and left wing dems eschew compromise. There are moderates in both parties typically without much clout. In order to win both parties move toward their core and refuse to go Big Tent. Big Tentists are needed in both parties. I think it would be mutually beneficial for both parties and the country if this happens.
