It is the same T used in Core Duo. They don't use 55W and have a TDP rating of 31W. All of the Merom CPUs are expected to have a 35W TDP at launch.

Tech Report has a nice power consumption chart for 2.16GHz Core Duo T2600 versus single-core Turions and other CPUs here:

Under load, the Core Duo is running two threads here and producing an entire frame in roughly half the time of the Turion 64 or the Pentium M, yet its power consumption is nearly the same as the other mobile systems'. That works out to about twice the performance per watt from the Core Duo as from the Pentium M 760 or the Turion 64. Incredible.

Not bad for a T part.
