Z, What percentage of that goes to schools in wealthy districts vs. those in poor ones? I'm not sure, but John Stossel also had another editorial where a school system threw money at their education problems. The results didn't change, but their budget went up twofold. What went wrong? The answer has everything to do with culture. We need a culture where students are coerced into studying their asses off. That's something that you can never legislate. Tenchusatsu
