In my mind, both were required, or rather, I think that a company in AMD's position needed and needs:

capacity growth potential AND protection from monopolistic practices ("a fairly level playing field") AND ability to keep up in process technology AND at least rough performance parity

They had all 4 for the past year or so. The last one is going away over the next few months for an uncertain period of time. The 3rd appears to be in danger as well.
