If SiO2 is used and they get 5 times lower leakage, it won't even perform at the same level as the 65nm process. You can't get around physics.

No,

Merom has about 50% more core logic than a K8L (~K8+2xFP) and
low leakage doesn't do anything to reduce the dynamic power
dissipation which is far higher than the static leakage power.
