There's usually a set of people that play pivotal roles. GW played a pivotal role in deciding to suppress the rebellion. GW was hesitant to suppress the rebellion but Hamilton convinced him it was necessary.

Without public support suppressing the rebellion threatened the survival of the new Government. Hamilton with his op-ed piece was able to garner that support and the 12,950 militia to enforce it. Without Hamilton there wouldn't have been a militia to suppress the rebellion.

What you described goes well beyond "civil disobedience". Ms. Parks sitting in the front of the bus and refusing to move is civil disobedience. Burning down a tax collector's house is criminal. It's arson and attempted murder.

GW had to pay the debt incurred during the revoltionary war. What other way is there to do that other than through taxes? As always, the people don't like taxes. What better way to collect taxes than target a small number of states that will take the burden. You make a head count. How many states will oppose taxes on whiskey? How many states will support it? If they don't support it, they might get taxed. It's a no brainer. Taxation with representation.

They were better off under the British Crown. The Crown was only seeking that the colonies pay ~10% of the cost the Crown was expending to defend the colonies. [See the Stamp Act]. Now as a new country, America had to fund their own defense 100%.

Recall the Boston Tea Party. An act of civil disobedience? That's where Sam Adam and the boys destroyed a load of tea that was coming into the colonies tax free. And just so the Crown would be certain it was an act of civil disobedience they disguised themselves as Mohican Indians.
