"What are 'fair'"

1) The lower, the better.

2) Bare minimum of special tax preference items (i.e., loopholes, special interest privileges, government thumb on the scales and similar preferential meddling, etc.)

3) Ideally --- if we are talking about taxes on 'income' --- then ALL income (regardless of source) should be taxed the same way, preferably at the exact same rate too.

4) Plain, simple, and SHORT, easily understood rules. (Although the tax accountants would die to prevent that from ever happening... never-the-less it is one of the necessary conditions for our economy to reap maximum competitive benefit.)
