The later-day Roman Imperium couldn't have come up with a more elegant plan! (No, wait, they did! But they shifted from your 'plan' where MONEY RULES GOVERNANCE to a more realistic plan where he who controls the military and weapons rules... after they DISCOVERED that riches don't amount to much in a firefight. LOL!)
