I know a little about Canadian immigration policy as I used to go with a woman involved in it. It works basically like this, ANYONE can immigrate to Canada IF they HAVE A JOB. Canada handles immigration through MANPOWER (the organization similar to what we call the Unemployment office). I think their method makes a lot of sense, especially in a nation with a great deal of land and need to populate it. jdn

You need to do a Laffer curve analysis to make sense of Americans attitudes to immigration. The Left side of the graph would be the number of Americans who want 0 immigration. That would be a number approaching 0. On the right side of the graph would be the number of Americans who would be ok with the ENTIRE country of Mexico moving north. That also would be something approaching 0. Somewhere between those to extremes you would have a peak. I would say 150-250 million Mexicans would be WAY TOO MANY for most Americans.
