ABC News announced the story yesterday. The FBI admitted it this morning.

Then you should be able to provide links and detailed quotes that back up your claim exactly (rather than just ones that vaguely resemble your claim)

Since you mentioned ABC News (again without providing a single direct link to a specific story) I went there and found this -

FBI Secret Probes: 3,501 Targets in the U.S.

"The Department of Justice says it secretly sought phone records and other documents of 3,501 people last year under a provision of the Patriot Act that does not require judicial oversight..."

blogs.abcnews.com

In other words they required phone records. Whether or not that is a good idea, useful, productive, just, acceptable, etc. It is not bugging.
