Wiretapping a phone is bugging. There are various ways of doing it these days. They could also use a pen register type device which would merely record every number the journalist Then they would surveil the person he called. Or a combo of the above. Either way it's bugging and it's illegal without a court order.

Bush has lied several times saying that the only people they ever wiretap have been with court orders. He outright lied about that several times on TV.
