Gore WAS instrumental in creating the internet. If it hadn't been for him and one other congressman, the internet might have never been set up. Gore started pushing it hard in 1992, calling it the "information superhighway". In case you forgot.

Gore never said he "invented" it. That was a rightwing lie.

Invent sounds like he came up with the concept of the protocols, the details of the communication.
Create is the more correct termonology.
Al Gore saw the big picture and worked to make it happen.
That is definitely an act of creation.
