You obviously misinterpret the text you posted.

That quote, although slightly yellow, is still consistent with what I wrote. National security letters have been legal for 30 years. They are official requests for consumer transactional records, issued by FBI field supervisors. A national security letter cannot be used to authorize eavesdropping or to read the contents of e-mail. The Patriot Act just broadened their applicability and eased the information disposal rules.
