It's the Napa platform refresh. The chipset stays the same. The refresh is Merom replacing Yonah.

This is what they said about it in march.

Will also support the “Merom” processor on the Napa Refresh platform which will ship to align with the Holiday refresh selling cycle later this year.

Santa Rosa is currently developed by Intel as successor of the current "Napa" platform. Napa will receive a 64-bit refresh in September of this year ("Napa64") to support the launch of the Merom processor.

Merom does not need a refresh, current yohan boards support Merom as a drop in replacement, yes you can upgrade a yonah system to merom in most instances.
