They were so close to having a working nuclear bomb - developing it even while subject to sanctions - they make Iran look like a bunch of amateurs.

It's worth keeping in mind that Libya was caught when it tried to ship these materials from Pakistan on a Germany flagged ship.

Iran, on the other hand, shares a common border with Pakistan.

So thus, the concern that Iran may ALREADY HAVE EVERYTHING IT NEEDS to "go nuke".

And it could be that the Russians and Chinese know this, and are trying to be "blocker" in exchange for future concessions (the Russians with regard to stopping support for Chechyan rebels by Iran, and China's concern with securing future sourcese of oil supplies.)
