This is similar to the situation here in Utah, but due to Mormons. There are bars where you have to be a "member" or buy a temp membership, except at the airport - where Utah like to pretend it's normal. All "hard" booze can only be sold for home consumption at state-owned liquor stores. Beer is sold in grocery stores, but is 3.2% alchohol, or what most states call near beer. The Mormons don't like drinking, and do all they can to discourage it.
